Lead Program Office, the Department of Housing and Urban Development (HUD) Office of Lead Hazard Control, and OSHA.
- The HUD
Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing (Jun 95)
(with Errata Sheet (Oct 96) and revised Chapter 7, "Lead-Based Paint
Inspections" (Oct 97)) are the minimum standard of care for the Army.
- The HUD Guidelines are the ESSENTIAL one-volume
reference for lead hazard management. In each subject area below, it should be used as a
reference along with the other documents listed. You can order hard copies from HUDUSER at

- The National
Lead Information Center, sponsored by EPA, provides free copies of many Federal
documents. The Department of Housing and Urban Development (HUD) produces a CD-ROM that includes a large number
of Federal agency lead documents.
- EPA
Guidance on Identification of Lead-Based Paint Hazards, Federal Register v 60 n 175 pp
47247-47257 (11 Sep 95) lists the action levels for lead in dust and soil for all
applications except the disposal of residential property. This is interim guidance
pending an EPA Final Rule that is expected to be promulgated by the end of CY00.
- HUD 24 CFR Part 35, et al (15 Sep 99) Requirements for Notification, Evaluation
and Reduction of Lead-Based Paint Hazards in Federally Owned Residential Property and
Housing Receiving Federal Assistance; Final Rule lists the
action levels for lead in dust and soil for the disposal of residential properties. These
are also interim levels pending the EPA Final Rule that is expected by the end of CY00.

Part 745 (6 Mar 96) Lead; Requirements for Disclosure of Known Lead-Based Paint and
Lead-Based Paint Hazards in Housing; Final Rule.
- EPA
40 CFR Part 745 (1 Jun 98) Lead; Requirements for Hazard Education Before Renovation of
Target Housing; Final Rule (C) specifies the information that
installations must give to housing occupants before starting renovations that disturb a
significant area of lead-based paint.
- HUD 24 CFR Part 35, et al (15 Sep 99) Requirements for Notification, Evaluation
and Reduction of Lead-Based Paint Hazards in Federally Owned Residential Property and
Housing Receiving Federal Assistance; Final Rule specify
notification procedures for occupants concerning activities in housing to be disposed of.
- EPA Pamphlet 747-K-94-001, Protect Your Family from Lead in Your Home (Apr 99)
(C) (Order
camera-ready copy for local reproduction) is required as part of the information packages.
The Army has developed an attractive cover and text sheets that clarify
the contents for Army family housing occupants, with blank space for installations to
insert their own messages and POC information.
- OSHA
29 CFR Part 1926.62, Lead Exposure in Construction; Interim Final Rule (C) applies to renovations, demolition, and maintenance work at construction
sites. OSHAs guidance for its own inspectors for this regulation is contained in (C) The American Industrial Hygiene Association
(AIHA) "Inorganic Lead Guidance document" provides detailed guidance for
compliance with OSHA 1926.62. It can be ordered on the OSHA Web site.
- OSHA 29
CFR Part 1910.1025, Lead (C) applies to routine building
operation and maintenance activities, as well as to industrial-type exposures. Please NOTE
that amendments were made to the 29 CFR 1910.1025 and 1926.62 requirements for respiratory
protection on 8 Jan 98. These are incorporated in the documents linked above.

Technical Guidance
ASTM Standards
- The Army Lead and Asbestos Team recommends using
ASTM lead standards as the best standard of care for lead hazard management activities.
These standards are written and maintained by ASTM Subcommittee E 06.23, Abatement of Lead
Hazards in Buildings. Members of the CHPPM Lead Team serve on E06.23, and we can provide
any additional information that you need about current and future ASTM standards.
