Facilities Policy Division (DAIM-ODF)

Mission

Exercise Army Staff Assistant Chief of Staff for Installation Management responsibilities for policies, procedures, and resources in the areas of utilities, vertical structures, horizontal transportation systems, and facilities management to ensure the availability of efficient and affordable public works services and infrastructure in support of military missions. Provide Army direction for obtaining and maintaining quality facilities for Soldiers, family members, and the civilian workforce.

Major Functions

Provide and interpret facilities policy guidance through Army regulations; advise DPWs regarding work classification of sustainment, restoration, and modernization activities; and obtain Secretariat approvals for operation and maintenance funded projects and requests for relocatable buildings exceeding command authorities.

Provide Army leadership, direction and future vision for facilities engineering and Installation Department of Public Works issues.

Serve as Headquarters, Department of the Army proponent for the Installation Management Command, Army Commands, Army Service Component Commands, Direct Reporting Units, and installations on facilities and public works issues.

Manage select Army Programs supporting public works activities, such as: The Army Energy Program; Hazardous Building Materials policy; Energy Conservation Investment Program; Energy Savings Performance Contracting; Recycling; and Job Order Contracting.

Identify, program, budget, and justify resource requirements in support of installations for utilities, the Army Energy & Water Program and engineering services.

Coordinate the activities of the Army Facilities Standardization Committee and Technology Standards and Facilities Design Groups to establish Army Facilities Standards and support the Army Facilities Standardization Program.
