Ms. Kimberly A. O’Keefe was selected to the Senior Executive Service in January 2015. She serves as the Director, Resources, in the Office of the Assistant Chief of Staff for Installation Management (OACSIM), where she is responsible for oversight, management and execution of requirements development for all installation management programs for U.S. Army installations. As Director, Ms. O’Keefe manages the OACSIM staffs working Program Objective Memorandum (POM) development, Base Operations Support (BOS) Requirements Modeling and integration of the Facilities Investment Strategy into the Army budgeting process. She also is charged with formulating and implementing plans, programs and procedures to facilitate critical installation resource elements resulting in effective stewardship of the Army’s installations.
Ms. O’Keefe served more than 23 years as an Army engineer officer, retiring as a colonel. Throughout her career, she has served in a variety of Engineering, Environmental and Resource Management positions within the Department of the Army to include Division Chief of the Financial Management Division in OACSIM Resource Directorate and Installation Division Chief for the Army National Guard.
Ms. O’Keefe earned a Bachelor’s Degree from the U.S. Military Academy at West Point, New York, in 1991 and a Master’s Degree in Engineering Management from the Missouri University of Science and Technology at Rolla in 1995. She is a graduate of the U.S. Army War College Fellows Program Class of 2011 and is Certified Defense Financial Manager.
